From the National Review, Marc Molinaro says that Congress does not have authority to restrict abortion in New York, and that any suggestion he'd support Federal modifications to New York abortion access are "lies."

I do think that in states where there is limited access, the federal government should ensure that women have the medical support necessary, regardless of the choice that they make. That is different from my personal belief. I am personally pro-life, but I think as an institution, we ought to preserve access.”
